Where do I add additional inputs to a reinforcement learning neural network?

Hello. I am very new to programming and I'm working on a basketball ai for a project. I have a basic neural network up and running but I am struggling on where to add additional inputs for ai. I know the joints are in the wrong locations and I'm also having a consistent problems where the environment velocity code (a friend made) that I don't understand isn't defined in my joint class.
