Help please!

Hey, does anyone know of a tool (online or scripted) that can get an image and do the following: 1. retrieves an image from a link ("eg https://static-00.iconduck.com/assets.00/thumbs-up-emoji-1905x2048-yh44rgtn.png") 2. chop up an image into tiles (lets say 20x20) 3. randomize the position of the tiles so the image is unreadable 4. return the unreadable up image but also: 1. retrieve a chopped up image from an image adress 2. put it back as as it was 3. return the original image if there is anything that can do this please let me know!
