Image cutting itself in half instead of shrinking like I want it to

Hi! I’m currently learning css and have a decent grasp on html, and am currently making a website on neocities. I’m currently implementing an image that I want to be smaller but every method I tried just cuts it in half vertically. Code will be provided below
