Looking for a Blockchain and AI developer who is experienced in development of trading platforms

I am gonna build a new trading platform that integrates multiple trading platforms. Developer must deliver whole project in several parts - Blockchain and AI. The budget I am thinking is $3 ~ 5k. But I am open to discuss about it with talent developer who can really deliver this project confidently. I need only real ability to build this project, everything else is not important for me.
