Camera App help

Hey I need some help creating an app I just need something that can access a camera via the usb port (and through a usb hub) and willl display it. This is the part ive had the most trouble with. ive tried using code from git ive tried ai I even tried using code from an app i found on the app store but nothing is working. I need a working camera app in 3 to 4 weeks. (for school) I dont need someone to give me the code im fine with that but at least tell me were i can find out how to do this. (note this is not for a coding class its for engineering and is no way classified as cheating to my teacher. My code is not graded for the project just the engineering aspect) Also Ive only programmed in python not java thanks in advance (sorry for the info dump)
